Repeals Sections 27-3-30 through 27-3A-4 of the Alabama Insurance Code, effective immediately upon passage and approval by the Governor.

Removes provisions allowing foreign insurers to become domestic insurers by establishing a principal place of business in Alabama and designating Alabama as their corporate domicile.

Eliminates regulations permitting domestic insurers to transfer their domicile to other states with Commissioner of Insurance approval.

Repeals the Health Care Service Utilization Review Act, including provisions requiring utilization review agents to meet minimum standards and file annual certifications with the Alabama Department of Public Health.

Removes requirements for utilization review agents to provide specific information such as name, address, and telephone number to the department for regulatory compliance.
