• Prohibits expenditure of funds on Statewide Longitudinal Data Systems designed to track students or compile personal non-academic information beyond basic administrative needs.

• Restricts sharing of student and teacher data with entities outside the state, except when required by federal grant conditions with written agreements limiting use to program evaluation.

• Requires State Board of Education to hold public hearings in each Congressional District and conduct 90-day open comment period before adopting any statewide school standards.
