Amends Section 13A-12-281 to expand the list of drug-related offenses subject to mandatory penalties of $1,000 for first offense and $2,000 for second or subsequent offense, in addition to any other fines or dispositions.

Adds six new drug-related offenses to the mandatory penalty provisions: unlawful possession of chemical compounds, unlawful manufacture of controlled substances (second and first degree), unlawful possession of anhydrous ammonia, unlawful use/possession/delivery/sale of drug paraphernalia, and driving under the influence of controlled substances.

Amends Section 13A-12-291 to require driver's license suspension for conviction, adjudication, or delinquency findings related to the newly added drug offenses listed above.

Effective date is the first day of the third month following passage and approval by the Governor, or when otherwise becoming law.
