Amends Act 93-491 to establish a $10 special recording and indexing fee collected by the judge of probate in Lamar County for all probate cases and specified filings.

Fee applies to cases filed in probate court, real property instruments, personal property instruments, incorporations, notary bonds, marriage licenses issued or ceremonies performed by the judge of probate, and name changes filed in the probate office.

No case, document, or service covered by this section may be filed or issued unless the $10 fee is paid, in addition to all other applicable fees and charges.

All fees collected shall be deposited in a Lamar County bank and expended at the judge of probate's discretion for recording and indexing system improvements, equipment purchases and maintenance, and probate office personnel and operations.

Becomes effective on the first day of the third month following passage and approval by the Governor.
