SB421 Summary

• Transfers appointment authority for county human resources directors from county boards to the Commissioner of the State Department of Human Resources, effective October 1, 2013.

• County directors must be appointed pursuant to the State Merit System law, with the commissioner able to request county or statewide registers of eligible candidates.

• Eliminates the provision allowing county board members to be reimbursed for traveling and other expenses incurred while attending board meetings or conducting department business.

• Preserves the existing seven-member county board structure selected by county commissions, with enhanced authority for city governments in counties with cities of 60,000+ population.

• Requires current county directors to serve in an acting capacity until replaced through the new state appointment process.
