Amends Sections 37-4-87 and 37-4-96 of the Code of Alabama 1975 to increase civil penalties for violations of gas pipeline safety standards and hazardous liquid pipeline facility regulations.

Increases the per-violation daily penalty from $10,000 to $200,000 for each violation for each day the violation persists.

Increases the maximum civil penalty for any related series of violations from $500,000 to $2,000,000.

Maintains the Public Service Commission's authority to compromise penalties and requires consideration of business size, violation gravity, and good faith compliance efforts when determining penalty amounts.

Becomes effective immediately upon passage and approval by the Governor.
