SB439 Summary

• Creates a new Public Employees' Health Insurance Board (PEHIB) to consolidate governance of the State Employees' Health Insurance Plan and Public Education Employees' Health Insurance Plan, merging the separate State Employees' Insurance Board (SEIB) and Public Education Employees' Health Insurance Board (PEEHIB).

• Establishes board membership of 5 ex officio members (State Superintendent of Education, State Director of Finance, State Health Officer, State Personnel Director, and Secretary-Treasurer of Employees' Retirement System), 4 appointed members, and 4 elected members representing active and retired state and education employees.

• Grants PEHIB authority to combine both health insurance plans and allows the boards to coordinate benefits between state employees and education employees for equal coverage and funding.

• Transfers all property rights and contractual obligations from SEIB and PEEHIB to the new PEHIB effective January 1, 2014, with all references to the former boards replaced with PEHIB in state law.

• Updates membership requirements for related boards including the Public Education Flexible Employees Benefits Board, Health Care Data Advisory Council, and Alabama Prescription Cost Initiative Board to reflect the new board structure.
