Requires all public high school students to complete a course in information technology ethics before graduation, phased in beginning with students entering ninth grade in the 2013-2014 scholastic year.

The course must cover proper use of telecommunication and data storage devices, including computers and cell phones, with curriculum focusing on moral judgments, issues of right and wrong, and determining humane versus inhumane behaviors in electronic communication.

Designates the information technology ethics course as a required course that must be successfully passed prior to graduation, applicable to all high school students under the phased implementation schedule.

Bill acknowledges that it would require new or increased expenditure of local funds but is excluded from further requirements under Alabama's Amendment 621 because it requires expenditures only by school boards.

Becomes effective on the first day of the third month following passage and approval by the Governor.
