Removes authorization for the Division of Purchasing to charge a biannual registration fee to vendors seeking to register for invitations-to-bid on state goods or services.

Amends Section 41-4-110 of the Code of Alabama 1975 to eliminate the vendor registration fee provision while retaining the division's authority to charge departments for their proportionate share of operating costs.

Maintains the Division of Purchasing's other functions including purchasing authority, contract supervision, quality standards development, and record maintenance for state acquisitions.

Becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
