• Establishes a civil service system for the City of Alabaster with a three-member personnel board (one elected by employees, one appointed by mayor/council, one appointed by the other two members) to oversee classified services and employee appeals.

• Creates a classification plan for all city positions with standardized job titles, descriptions, qualifications, and compensation grades determined by the city council with assistance from the personnel director.

• Implements merit-based hiring and promotion procedures through eligible registers, probationary periods (one year), and competitive examinations while prohibiting discrimination based on gender, race, national origin, political activity, or age.

• Establishes disciplinary procedures allowing dismissal, demotion, or suspension of regular employees for cause (listed in Section 12), with appeal rights to the personnel board and hearing before a licensed attorney hearing officer, with final appeal to circuit court.
