Amends Act 90-430 to modify Section 3 governing expenditures from the Law Library Fund and Juvenile Justice Fund in Talladega County.

Law Library Fund may be used only for purchasing and maintaining books, reports, periodicals, and operations as directed by the presiding circuit court judge of Talladega County.

Juvenile Justice Fund expenditures are authorized by a committee consisting of the presiding circuit court judge, district attorney, sheriff, county commission chair, Director of Talladega Department of Human Resources, juvenile court judge, and circuit clerk for juvenile justice or enforcement purposes.

Law Library Fund and Juvenile Justice Fund may temporarily pay court attendant salaries and juvenile court specialist salaries until those positions are funded from other court funds at 2002-2003 fiscal year levels, after which this provision expires.

Act becomes effective immediately upon passage and approval by the Governor.
