Amends Section 32-6-64 of the Alabama Code to authorize the Legislative Oversight Committee on License Plates to consider applications for motorcycle license plate categories, which were previously excluded from consideration.

Requires all motorcycle license plate applications to be submitted for Quantity Class 2 only, which requires a minimum of 1,000 commitments to purchase.

Mandates that sponsoring organizations applying for both passenger car and motorcycle license plate categories must file separate applications for each category.

Prohibits combining commitments between passenger car and motorcycle license plate categories to reach the required 1,000-plate threshold; each category must independently meet its minimum commitment requirement.

Requires passenger and motorcycle license plate categories to be of the same design and becomes effective on the first day of the third month following passage and approval.
