SB54 - Local Control School Flexibility Act of 2013

• Establishes the Local Control School Flexibility Act of 2013 to authorize innovative schools and school systems in Alabama.

• Allows the State Board of Education to enter school flexibility contracts with local school systems for programmatic and/or budgetary flexibility from state laws, rules, and policies in exchange for college and career readiness goals.

• Requires local school systems to submit a letter of intent, board resolution, assurance document confirming leadership consistency and commitment to state standards, and an innovation plan with five-year accountability targets.

• Prohibits waivers of federal law requirements, health and safety requirements, open records laws, civil rights protections, state retirement/insurance requirements, and state minimum salary schedules.

• Directs the State Board of Education to promulgate rules establishing timelines for submissions, procedures for contract revocation for noncompliance, and appeals processes, while ensuring equal opportunity for all school systems regardless of size, location, or student population.
