SB61 Summary

• Proposes a constitutional amendment establishing fixed dates and durations for Alabama Legislature sessions: organizational sessions as currently provided, regular sessions commencing on the first Tuesday in March (year one), first Tuesday in February (years two-three), or second Tuesday in January (year four), limited to 60 calendar days and 20 legislative days.

• Restricts legislation during regular sessions to exclude general appropriation bills, revenue bills, bond authorization bills, education appropriation bills, and other appropriation bills.

• Establishes annual budget sessions commencing the second Tuesday after regular session adjournment, limited to 45 calendar days and 10 legislative days, allowing only bills concerning revenues, appropriations, public debt interest, emergency financial needs, and local legislation.

• Limits special sessions to 12 legislative days and 30 calendar days, with legislation restricted to subjects designated in the Governor's proclamation unless approved by a two-thirds vote of each house.

• Requires the Governor to submit proposed state budget plans to the Legislature on or before the first legislative day of each annual regular session and repeals Amendment 339 (Section 76) and Amendment 448 (Section 71.01) to Article IV of the Alabama Constitution.
