SB65 Summary

• Amends Alabama Code Section 32-9A-2 to require commercial motor vehicle operators to comply with additional federal regulations: 49 C.F.R. Parts 385 (Safety Fitness Procedures), 386 (Rules of Practice for Motor Carrier proceedings), and 387 (Minimum Levels of Financial Responsibility).

• Requires law enforcement officers enforcing commercial motor vehicle regulations to complete training through the Commercial Vehicle Safety Alliance and receive annual in-service training on federal motor carrier safety regulations, inspection procedures, and out-of-service criteria.

• Establishes specific requirements for metal coil load securement under 49 C.F.R. §393.120, including certification standards published by the Department of Public Safety and penalties for violations.

• Provides exemptions for certain vehicles including those under 26,001 pounds (except passenger vehicles with 16+ occupants or hazardous material transporters) and utility service vehicles under specific conditions.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.
