• Allows qualified electors without valid photo identification to sign an affidavit affirming their identity at the polling place instead of casting a provisional ballot.

• Affidavit must require the voter to provide their name and address and be signed under penalty of perjury.

• Maintains existing photo identification requirements from the first statewide primary in 2014, with seven accepted forms of valid photo ID.

• Removes the provisional ballot requirement for voters unable to meet photo identification requirements, replacing it with the affidavit option.

• Becomes effective on the first day of the third month following passage and Governor approval.
