Amends Section 36-29-14 of the Code of Alabama 1975 to add the Alabama Network of Children's Advocacy Centers and its member Children's Advocacy Centers to the list of entities eligible to participate in state health insurance coverage under the State Employees' Insurance Board.

Allows these organizations to elect to have their officers, members, employees, and retired employees become eligible for health insurance coverage without liability to the state or the State Employees' Health Insurance Plan.

Participation is optional with the State Employees' Insurance Board, which determines coverage and benefits, and employers must remit required premiums through their chief fiscal officers.

Establishes withdrawal procedures requiring six months' written notice by certified mail, with withdrawing employers remaining liable for claims incurred prior to withdrawal and subject to 1.5% monthly interest on overdue payments.

Becomes effective immediately upon passage and approval by the Governor.
