Commends First Sergeant Richard Mitchell for his heroic actions and outstanding leadership while serving with the 2nd Battalion, 28th Infantry Regiment of the 172nd Infantry Brigade in support of Operation Enduring Freedom.

Recognizes Mitchell's deployment from Germany in July 2011 to COP Margah in Afghanistan, the most attacked U.S. installation in the country at that time, where his company engaged in hundreds of firefights and multiple enemy overrun attempts before returning in June 2012.

Credits Mitchell's exceptional direction and innovative tactics with limiting his company to only one combat-related fatality despite the intense level of conflict.

Honors Mitchell for willingly placing himself in imminent danger to stop a Vehicle Borne Improvised Explosive Device (VBIED) from entering the COP, an action that resulted in severe injuries requiring medevac to a hospital.

Declares that the Alabama Legislature highly honors and commends First Sergeant Richard Mitchell in deepest admiration and appreciation for his unwavering commitment to excellence in defense of freedom and democracy.
