Designates a portion of United States Highway 431 in the City of Gadsden as the Dr. Martin Luther King, Jr., Memorial Parkway, extending from the Attalla city limits to the Glencoe city limits.

Recognizes Dr. Martin Luther King, Jr.'s impact as a great civil rights leader and honors outstanding African Americans for their contributions to the community and the United States.

Encourages appropriate authorities to erect and maintain signs and markers specifying the memorial parkway designation, including signage on Meighan Boulevard in Gadsden.

Originated in the Alabama Senate on April 18, 2013, adopted by the Senate on May 2, 2013, and adopted by the House of Representatives on May 20, 2013.
