Establishes the Greater Birmingham Drinking Water Commission consisting of 11 members including state legislators, state agency directors, the Mayor of Birmingham, and citizen representatives with relevant expertise.

Commission shall assess the quantity and quality of area drinking water supply sources to secure present and future health and economic prosperity of Greater Birmingham.

Commission must conduct a minimum of 10 public forums before January 1, 2015, and submit findings and recommendations to the Governor, Senate President Pro Tempore, and Speaker of the House by the same deadline.

Commission shall automatically terminate and dissolve upon submission of its report to all legislators and the Secretary of State.

Committee members receive daily expense allowances, mileage/transportation allowances, and legislators receive regular compensation and travel expenses, with total funding not to exceed $5,000 from legislative appropriations.
