HB11 Summary

• Eliminates the Liquefied Petroleum Gas Recovery Fund and deletes the requirement that permit holders file cash surety with the board, replacing it with insurance coverage requirements.

• Requires the LP-Gas Board to post all rules and amendments on its website for public download instead of mailing printed pamphlets to dealers.

• Authorizes the board to issue uniform nontraffic citations (instead of traffic citations) for LP-gas transportation violations and requires all LP-gas delivery vehicles to be appropriately marked with company names.

• Changes the fee due date for Class F and F-1 permits from January 1 to July 1 annually, and eliminates refunds of fees when permit holders sell gas to out-of-state end users.

• Removes the requirement that board administrators file official bonds with the Secretary of State and eliminates the ability of entities to act as agents for duties already covered under existing permits.
