Amends Act 2012-196 to authorize designated city officers or employees in Jefferson County cities to issue motor vehicle registrations to city residents.

Prohibits cities from issuing registrations for vehicles that have not been previously registered in Alabama by or in the name of the current vehicle owner.

Requires city officials to collect registration fees, ad valorem taxes, and issuance fees, remitting them to the county less a 1 percent assessment commission and 1 percent collection commission retained by the city.

Allows city councils to levy an annual additional issuance fee not exceeding $5 per vehicle plate, with proceeds deposited into the city's general fund for operation of the registration office.

Effective April 1, 2014, with city officials required to be bonded by an authorized bonding company and subject to audit by the Examiners of Public Accounts.
