HB142 Summary

• Adds "Duct Air Tightness Testing Contractor" as a new defined category for individuals who test and verify duct air tightness in conjunction with heating and air conditioning system installation, service, or repair.

• Requires individuals performing duct tightness testing to register with the Board of Heating, Air Conditioning, and Refrigeration Contractors but does not require them to become certified heating and air conditioning contractors.

• Mandates completion of specific training programs (HERS Rater, BPI Building Analyst, or Alabama Home Builders Association QCATV training) for registration, with different requirements based on applicant credentials and intended scope of work.

• Sets duct envelope testing contractor registration and renewal fees not to exceed $100 per year, with annual renewal required by December 31.

• Transfers excess board funds (exceeding 25% of prior year budget) to the nonprofit Alabama Home Builders Foundation for exclusive use in classroom training tools at educational facilities offering heating, air conditioning, and/or refrigeration curricula.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
