• The Public Service Commission shall have no jurisdiction over broadband service, broadband-enabled services, VoIP services, or information services.

• The commission retains exclusive complaint jurisdiction over three specific retail telecommunications issues: inaccurate billing, unauthorized billing, and service establishment or disruption.

• Beginning August 1, 2006, the commission loses jurisdiction over new bundled offerings and new contract offerings, but may continue regulating existing ones.

• Beginning February 1, 2007, the commission loses all jurisdiction over retail telecommunications services and bundled offerings except for basic telephone service and optional telephone features.

• Telecommunications carriers may file a written election with the commission to be removed from complaint jurisdiction over the three specified retail issues, effective immediately and changeable no more than once per year.
