Authorizes Randolph County Commission to enact a noise ordinance for areas outside municipal corporate limits and outside designated industrial parks.

Violations of the noise ordinance constitute a public nuisance subject to civil fines not exceeding $250.

Law enforcement officers or constables may issue citations for violations; violators may pay the fine or request a due process hearing before the county commission or its hearing officer within 30 days of citation receipt.

County commission findings of violation become final after 30 days unless appealed to Randolph County Circuit Court based on the administrative record of the hearing.

Unpaid fines are considered debts owed to Randolph County Commission, enforceable through civil action with violators liable for all court costs, attorney fees, and litigation expenses.
