Authorizes the Randolph County Commission to regulate the distance from churches and schools that Alcoholic Beverage Control Board licensees may be located in the unincorporated area of the county through ordinance.

Exempts licensees operating under licenses granted prior to the effective date of this act and licensees lawfully operating under the ordinance before changes in location or establishment of schools or churches.

Specifies that distance requirements shall be measured from the property line of the licensee to the property line of the church or school.

Establishes civil penalties up to $500 per day for each day of violation after notice and hearing before the county commission.

Allows enforcement through injunctive relief in the Circuit Court of Randolph County.
