Establishes an additional $15 service of process fee in Randolph County for sheriff or deputy sheriff services in civil and quasi-civil proceedings in inferior, municipal, district, or circuit courts, including appeals and certiorari actions.

Imposes a $75 service of process fee in Randolph County for sheriff or deputy sheriff services in civil or criminal actions instituted outside the State of Alabama.

Requires all fees collected under these provisions to be paid into the General Fund of Randolph County and designated for the Sheriff's Department Fund.

Becomes effective on the first day of the third month following passage and approval by the Governor.
