Jefferson County Commission must submit quarterly accounting of Indigent Health Care Fund collections and disbursements to each Jefferson County Legislative Delegation member and public on their Internet website beginning July 1, 2014.

Commission must also provide yearly account of the Indigent Health Care Fund conducted by the Department of Examiners of Public Accounts.

Each commission member who fails to submit quarterly accounting is subject to civil penalty of up to $250 per day for each day the accounting is not filed.

Commission members may appeal civil penalty within 30 days to Circuit Court in Jefferson County; unpaid penalties become debt enforceable by civil action with commissioner liable for all costs including court costs and attorney fees.

Act becomes effective on the first day of the third month following passage and approval by the Governor.
