HB183 Summary

• Amends Alabama Code Section 33-4-48 to establish scheduled bar pilot fee increases for Mobile Bay or Harbor, with rates of $31 per draft foot (2010), $33 (2014), $35 (2015), and $37 (2016) per draft foot.

• Establishes tonnage-based fees for vessels crossing the outer bar at $0.050 per ton (May 2013), $0.055 (January 2014), $0.0575 (January 2015), and $0.060 (January 2016) per ton.

• Requires the State Pilotage Commission to make annual cost-of-living adjustments to all tariff rates beginning January 1, 2017, based on the Consumer Price Index published by the U.S. Department of Commerce.

• Authorizes the State Pilotage Commission to adjust tariff rates to amounts greater than the Consumer Price Index increase upon request from pilots or at their discretion.

• Becomes effective immediately upon passage and approval by the Governor.
