• Increases board membership from three to five members from the state at large and adds two members from the United States at large.

• Removes the State Superintendent of Education as an ex officio member of the board.

• Reduces trustee terms of office from 12 years to 6 years for all appointments made after the bill's effective date; trustees serving 12-year terms before enactment may complete their terms.

• Realigns state senatorial districts from which board members are appointed and specifies current district designations.

• Authorizes the chair pro tempore of the board to call special meetings with at least 10 days' written notice, in addition to the Governor's existing authority.
