HB20 Summary

• State Department of Finance shall develop and maintain an automated inventory of all facilities and lands owned, leased, rented, or otherwise occupied by state agencies and the judicial branch, including location, occupying agency, and ownership.

• Exempts State Department of Transportation and Alabama State Port Authority facilities from the main inventory requirement; DOT shall maintain its own inventory available online.

• Alabama Commission on Higher Education and State Department of Postsecondary Education shall develop their own facilities inventories and provide data in format acceptable to State Department of Finance.

• Retirement Systems of Alabama is not required to disclose leases where it is the lessor, but state agencies and judicial branch must disclose their leases with Retirement Systems as lessor.

• Inventories shall be updated at least every 3 years, with immediate updates for new acquisitions and significant changes; automated inventory shall be maintained on State Department of Finance website for public access.
