Annexation is conditional upon approval by a majority of voters in the City of Double Springs, a majority of voters within one and one-half miles of the property, and a majority of voters residing on the property itself via referendum.

The act becomes effective on the first day of the third month following passage and gubernatorial approval, contingent upon referendum approval; if rejected by voters, the act has no further effect.
