Defines "service animal" as any dog individually trained to perform work or tasks for a person with a disability.

Criminalizes interference with a service animal by obstructing, intimidating, or jeopardizing its safety: Class B misdemeanor for first offense, Class A misdemeanor for subsequent violations.

Criminalizes reckless injury or killing of a service animal as a Class A misdemeanor, and intentional injury or killing as a Class C felony.

Requires convicted persons to make full restitution for all damages including the animal's value, replacement and training costs, veterinary expenses, medical expenses for the user, and lost wages during the period without service.

Becomes effective on the first day of the third month following passage and Governor approval.
