Allows voters to voluntarily register with a political party during voter registration, with the application form to be promulgated by the Secretary of State.

Requires voters to be registered members of a political party in order to vote in that party's primary election and restricts them to voting only for candidates of their registered party.

Empowers political party governing bodies to establish and enforce membership qualifications for primary election participation and to determine candidate eligibility.

Permits political parties to require poll list statements declaring voter preference for the party and commitment to support the party's nominees in the general election.

Becomes effective on the first day of the third month following passage and approval by the Governor, with the Secretary of State authorized to establish procedures for existing voters to register with a party and change affiliations.
