HB214 Summary

• Amends Section 11 of Act 91-533 (1991) to define "Talladega County legislative delegation" as only those members of the Alabama Senate and House representing Talladega County who reside within the county.

• Allocates special sales tax revenue from outside city limits in Talladega County through the Special Tax Fund, with up to $50,000 annually for administration upon legislative delegation approval.

• Distributes remaining revenues by percentage: 12% to volunteer fire departments, 12% to bridge construction fund, 10% to Honda project commitment, 10% to health department, 10% to economic development authority, and smaller percentages to libraries (5%), roads and bridges (5%), building maintenance (5%), and law enforcement (4%).

• Establishes a Talladega County Special Tax Trust Fund for remaining revenues, with no expenditures allowed for five years except for interest earnings, which may be used for approved projects after the five-year period.

• Becomes effective immediately upon passage and approval by the Governor.
