Alabama Emergency Management Agency may offer used or obsolete equipment, supplies, or material to local emergency management agencies through sale, gift, grant, or loan for emergency management purposes.

The state agency and its director, officers, and employees are immune from civil liability for personal injury, property damage, or death resulting from defects in equipment transferred to local agencies.

Local emergency management agencies receiving property through sale, gift, or grant may dispose of it as determined appropriate by their local governing body.

Property loaned to local emergency management agencies must be returned to the state agency as directed.

The act becomes effective immediately upon passage and gubernatorial approval or upon becoming law by other means.
