• Amends Section 34-14C-4 of the Alabama Code to establish that out-of-state home medical equipment services providers must maintain at least one physical location within Alabama, each of which requires a license.

• Requires license certificates to be displayed prominently at each licensed location.

• Sets all licenses to expire on August 31 with a 60-day renewal grace period; licenses not renewed within this period lapse and require reapplication meeting current initial licensure standards.

• Eliminates the provisional license option for applicants found not to comply with applicable licensing standards upon initial inspection.

• Increases the maximum reinspection fee from $150 to $300 and removes the requirement that board travel for out-of-state inspections comply with State Ethics Commission allowances.
