• Renames the "Home Medical Equipment Services Providers Board" to the "Board of Home Medical Equipment" and authorizes the board to employ an executive director, adopt a seal, and establish reasonable fees for administration and enforcement.

• Provides procedures for removal of board members by the Governor for failing to attend three consecutive meetings or for misfeasance, malfeasance, neglect of duty, felony conviction, or permanent inability to perform duties.

• Establishes licensing requirements for home medical equipment service providers with annual renewal by August 31, allows 60-day late renewal period with additional fee, and requires reapplication if license lapses.

• Authorizes the board to deny, suspend, or revoke licenses and impose disciplinary penalties including reprimand, probation, denial of application, suspension, revocation, restitution, and administrative fines up to $1,000 per violation or per day of unlicensed operation.

• Makes unlicensed provision of home medical equipment services a Class A misdemeanor subject to fine or imprisonment, and allows the board to seek injunctions and civil penalties of $50 per day for violations.
