Amends Section 41-16-20 of the Alabama Code to modify preferences for "preferred vendors" in state competitive bidding for contracts valued at $15,000 or more.

Defines "preferred vendor" status based on three priority levels: (1) produces or manufactures the product in-state, (2) has an assembly plant or distribution facility in-state, or (3) is organized under state law and maintains a retail outlet or service center in-state for at least one year.

Requires state higher education institutions and other state entities to award contracts to a preferred vendor if their bid is no more than five percent greater than the lowest responsible bidder's bid.

If multiple preferred vendors submit bids within five percent of the lowest responsible bid, the contract must be awarded to the preferred vendor with the lowest bid among them.

Becomes effective on the first day of the third month following passage and Governor approval.
