• Appropriates $9,069,227 from the Education Trust Fund to Tuskegee University for fiscal year ending September 30, 2015, for support and maintenance of the educational program.

• Requires at least $1,284,788 of the appropriation to be expended for agricultural research and extension service state match.

• Mandates submission of an operations plan for fiscal year 2014-2015 and an audited financial statement for fiscal year 2012-2013 prior to release of any funds.

• Requires quarterly reports to the Director of Finance comparing actual expenditures and accomplishments to planned amounts, and an end-of-year performance report detailing work accomplished, services provided, and program effectiveness measures.

• Becomes effective October 1, 2014.
