Appropriates $273,276 from the Education Trust Fund to Lyman Ward Military Academy in Camp Hill, Alabama for the fiscal year ending September 30, 2015.

Requires submission of an operations plan for fiscal year 2014-2015 with goals and measurable performance indicators, approved by the Director of Finance, before funds are released.

Requires submission of an audited financial statement for fiscal year 2012-2013 before any funds are released.

Mandates quarterly reports comparing actual expenditures and accomplishments to planned expenditures and accomplishments, plus an end-of-year performance report detailing work accomplished, services provided, and program effectiveness measures.

Effective October 1, 2014; appropriation subject to Budget and Financial Control Act and Budget Management Act of 1976; all required reports forwarded to Joint Fiscal Committee.
