• Amends Section 4 of Act 2013-264 to provide conditional appropriations from the Education Trust Fund for fiscal year ending September 30, 2014.

• First priority conditionals include $1,000,000 for Insurance Information and Research Center and $100,000,000 for Education Trust Fund Rainy Day Account Repayment.

• Second priority conditionals include $500,000 to Legislature, $5,000,000 to Troy University, and $1,000,000 to University of West Alabama, with intent that these amounts be included in FY 2015 base appropriations if released.

• Additional appropriations distributed to multiple universities and state departments including $5,287,000 to Auburn University Aviation Program, $10,000,000 to Department of Commerce AIDT, and $1,000,000 each for Department of Education Family Resource Councils and Cyber Technology in High Schools.

• After release of first and second priority conditionals, up to $150,000,000 shall be appropriated to repay the Education Trust Fund Rainy Day Account.
