Require the State of Alabama and all political subdivisions to observe daylight savings time year-round as the standard time, notwithstanding federal law at 15 U.S.C. §260(a).

Authorize each school district to adjust school start times based on student safety and available daylight resulting from the year-round daylight savings time observance.

Authorize the Department of Agriculture and Industries to study adjustments needed in standard agricultural practices due to the year-round daylight savings time observance.

Make the act effective immediately upon passage and approval by the Governor, or upon otherwise becoming law.
