HB269 Summary

• Amends Section 41-16-21 of the Code of Alabama 1975 to increase the competitive bidding threshold for educational and eleemosynary institutions, the Alabama State Port Authority, and certain other state agencies from $7,500 to $15,000.

• Aligns the threshold with changes made by Act 2012-462, which increased the competitive bidding requirement for all state departments and agencies from $7,500 to $15,000.

• Requires these institutions and agencies to let contracts by sealed competitive bidding to the lowest responsible bidder for all contracts of $15,000 or more involving labor, services, work, or purchase/lease of materials and equipment.

• Makes the amendment retroactive to the effective date of Act 2012-462 and characterizes it as remedial and curative in nature.

• Takes effect immediately upon passage and approval by the Governor or upon becoming law.
