Grants a five percent cost-of-living salary increase to state employees, legislative personnel, and county health department employees for fiscal year 2014-2015, effective October 1, 2013.

Excludes employees covered by labor agreements or contracts, and does not apply to local supplements provided to judges or local employees whose salaries are tied to state employee pay.

Directs the State Personnel Director, Administrative Director of Courts, and legislative leaders to revise pay schedules and certify changes to the State Comptroller for warrant issuance.

States that appropriations required by this act shall be made through the annual budget act rather than as a separate appropriation.

Becomes effective on the first day of the third month following passage and Governor approval.
