Amends Section 22-27-48 of the Code of Alabama 1975 to require applicants for new solid waste disposal facilities to submit written documentation addressing six statutory criteria for local governing body consideration.

Establishes a 120-day deadline for local governing bodies to affirmatively approve or deny new facility permit applications; failure to act within 120 days constitutes automatic denial of the application.

Requires local governing bodies to hold at least one public hearing with notice given 30-45 days prior, and applicants must pay a local application fee equal to 20 percent of the state department fee.

Exempts from local approval requirements: simple permit renewals, specified permit modifications (liner design, waste stream changes, technology improvements, compliance changes), and industrial landfills receiving only on-site generated waste.

Provides that reapplications submitted within 18 months of denial require an application fee of 50 percent of the state department fee.
