Establish maximum class size limits by the 2018-2019 school year: 15 students per teacher for prekindergarten through grade 3, 22 students per teacher for grades 4-8, and 25 students per teacher for grades 9-12.

Implement class size reductions on a graduated basis beginning with the 2014-2015 fiscal year, with the Legislature reducing average classroom size by at least 2 students per year until limits are met.

Make the state responsible for all costs associated with meeting the class size requirements, not local school systems.

Exclude extracurricular classes from the class size limitations.

Act becomes effective immediately upon passage and approval by the Governor.
