Establishes the School Resource Officers' Program to place law enforcement officers in every public K-12 school in participating Alabama school systems.

State provides one-half of the average school resource officer's salary plus benefits annually, with local school systems providing the remaining one-half of funding.

School resource officers must satisfy all state and federal requirements including background checks, policy testing, health and weapons exams, and continuing education courses.

Defines school resource officer duties as promoting safe school environments, supporting school discipline, implementing emergency and crisis plans, acting as liaison with law enforcement, and addressing bullying and threats to student safety.

Effectiveness of the act is contingent upon passage of a statewide constitutional amendment creating the Alabama Lottery Corporation with net proceeds dedicated to the Education Trust Fund for classroom supplies, school resource officers, and scholarships.
