HB31 Summary

• Allows health care providers to decline participation in abortion, human cloning, human embryonic stem cell research, and sterilization services if they have filed written objection at least 24 hours in advance.

• Prohibits discrimination against health care providers who refuse these services based on conscience objections, including hiring, termination, demotion, salary reduction, loss of privileges, or denial of board certification.

• Requires health care providers to participate in objected services only in life-threatening emergencies where no other provider is available.

• Provides civil remedies including injunctive relief, reinstatement, back pay, and court costs for violations of the act.

• Does not apply to abortion clinics licensed by the State Board of Health and does not modify existing Alabama abortion statutes; becomes effective the first day of the third month following passage.
