Amends Section 17-17-5 of the Alabama Code to clarify that state funds may be used to pay staff members of legislative political caucuses to perform work related to the legislative process.

Defines permissible caucus staff activities as including formulating and preparing policy, analyzing legislative issues, and making recommendations on issues before or likely to come before the caucus.

Applies to staff of either house of the Legislature representing the majority political party or any minority political party in either house.

Maintains existing prohibitions on public employees using government funds, property, or time for other political activities, including campaign contributions, political communications, and political advertising.

Becomes effective October 1, 2014.
